Users to be subject to Context-Aware Access policies must be assigned to one of the below Google Workspace editions:
Enterprise
Cloud Identity Premium
Enterprise for Education
Administrator access to your Google Workspace
Jamf Security Cloud admin rights with the "Access" role
All end user devices activated with Jamf Connect's Zero Trust Network Access
